Does trimming the ends of your hair really make it grow faster?

From the diagrams in my textbook, hair appears to be just many many dead cells built up. If this is actually the case, why would the cells at the end of a hair make any difference to how fast the hair grows? Also, slightly unrelated, if hair grows from the follicle in the skin, when you wax hair and rip out the roots, how does it grow back?
